Wor Hiw Ner (/wor/ /hiw/ [formal] [ferry]) is a temperate Town located in the Gde̜ngwatyod Moot of the Viceroyalty of Rosid.

The name Wor Hiw Ner is derived from the Wood Elvish language, as Wor Hiw Ner was founded by Khalvong Shumremei, who was culturaly Wood Elven.

Climate

Wor Hiw Ner has a yearly average temperature of 4°C (39°F), with its average temperature during the summer being a freezing 0°C (32°F) and its average temperature during the winter being a cold 8°C (46°F). Wor Hiw Ner receives an average of 207 cm/y (81 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Wor Hiw Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 900 m (2952 ft) above sea level.

Overview

Wor Hiw Ner was founded durring the late 13th century in fall of the year 1162, by Khalvong Shumremei. The establishment of Wor Hiw Ner was somewhat plagued by a lack of willing colonists, leading to Khalvong Shumremei electing to pay people to resettle in Wor Hiw Ner.

Wor Hiw Ner was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Wor Hiw Ner is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Wor Hiw Ner is is constructed arround a semi-circular restrictive flagstone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. Wor Hiw Ner's timber-based walls has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

Wor Hiw Ner has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Wor Hiw Ner’s streets. In spite of this, quite a few people can be seen reading and the town has an abundance of libraries. It’s quite clear the community values education.

Civic Infrastructure

Wor Hiw Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Wor Hiw Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Wor Hiw Ner's parks.

Wor Hiw Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Wor Hiw Ner.

Wor Hiw Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Wor Hiw Ner has a first rate hospital which caters to anyone in need of long term medical care.

Wor Hiw Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Wor Hiw Ner's natural decorations nor waterways.

Wor Hiw Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Wor Hiw Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Wor Hiw Ner's chapel was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.

In Wor Hiw Ner there is a constant smell of overcooked presumably ethnic food.

The Yothga near Wor Hiw Ner are known to be more aggressive than normal.

Wor Hiw Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves orgies to channel Chronomancy energies of tier 3 via chanting.

History

In time immemorial, reportedly some time during the late 2nd century the Brö Ken Moor was struck by a drought when Lake Baroda grew too small to continue feeding Brook Parastall, which reduced the available water supply nationwide, but was especially harsh in the area arround Wor Hiw Ner. As the neighboring regions had no water so spare, Wor Hiw Ner lost 127 people, and 364 livestock in the disaster.. The drought lasted for 1 weeks, which are remembered as the Ill Tides Thirst.
